Report of the WP 3: Policy

 The goal of the TILE-project is to develop a Roadmap for inclusion for VET learning environments. It will be modified on the basis of the Index of Inclusion (Booth & Ainscow, 2002) which contains three dimensions: policy, culture and practices.

The work package 3 included three activities:

Activity 3.1
The goal was to draft the first and preliminary set of indicators for the inclusion indicator tool on the policy dimension. The WP-leader (JAMK) has been allocated 1 working day (WD)  for the manager and 10 WDs for the lecturer. 

The work on the development of the indicators on policy started already in the autumn 2011. Kaija Peuna and Maija Hirvonen familiarized themselves with the original Index of Inclusion. Kaija Peuna collaborated with  Kokkola VET College in drafting the first indicator list which was then discussed in different meetings. Attention was paid especially to the possible differences in the concepts concerning the structure of VET, inclusive policies and SEN terminology in the partner countries. The differences were taken into account in the translation made by a native English speaker. 

The first set of the policy indicator list was introduced to the project partners in the first workshop 23-24 November 2011.

Activity 3.2:
The launch seminar of the TILE-project was held in 21 – 22 November 2011. The policy indicator list was introduced and discussed in the first workshop 23-24 November 2011 in Jyväskylä. According to the project plan the policy level indicator list includes the perspective of working life which was taken into account when drafting the first set of indicators. 

Although the feedback on the indicator list in the first workshop was quite positive there are several problematic topics to be worked on later. The discussion showed the difficulty to develop one indicator list and questionnaire suitable for different functions: college staff members  and students and working life.  Because the age of VET colleges` students is usually over 16 the role of the parents/caretakers is not so prominent anymore in comparison with comprehensive education. That is why the questionnaire for parents/caretakers will not be developed within this project.

The workshop contained collaborative working on the corrections of the policy indicator list. Although the main principles were finished during the workshop it was decided to continue the development of the policy indicator list on the project`s internal web page (NING) after the workshop. The deadline of the feedback was set to 5.2.2012. 

Unfortunately a visit to a VET college was not possible during the workshop because of the huge number of open questions at the beginning of the project.  It was important to have enough time for getting to know each other and  above all to discuss the basic concepts  and procedures in the project.

University of Tartu: 4 WDs for the lecturer, Tartu Vocational College 4 WDs;
University of Northampton: 4 WDs for the lecturer, Oxford and Cherwell Valley College 4 WDs;
University of Masaryk: 4 WDs for the lecturer, VET College 4 WDs.

Unfortunately the representatives of the Czech VET College could not participate in the first workshop because of the complicated approval and administrative processes at the Regional School Board which delayed the signing of the Partner Agreement.


Activity 3.3:
The goal of the WP 3 was also to translate, adapt and pilot the Policy dimension of the Inclusion indicator tool in each partner country. 

The policy indicator list has been translated into the languages of each partner country in December 2011 – the beginning of January 2012.  The piloting of the indicator was made in January 2012 in England, Estonia, Finland and the Czech Republic. 
The feedback on the questionnaires and the piloting was collected in the project`s internal web page (NING).  Based on the feedback of the pilots the final version of the Policy-questionnaire will be drawn up in February 2012.

Activity 3.4:
The evaluation of the WP 3:
The WP report was written and sent to the partners for commenting in January 2012. The WP report was saved to the project`s internal web page (NING) and the external web page.
